Senator Nwoko's bill to create National Social Security Agency advances in Senate

A bill sponsored by Senator Ned Nwoko aiming to establish the National Social Security Agency (NSSA) and dissolve the Ministry of Humanitarian Affairs has successfully passed its first reading in the Senate on Thursday, October 17.

 

The bill, titled “An Act to Establish the National Social Security Agency, Repealing the Ministry of Humanitarian Affairs, and Providing for the Structure, Functions, and Funding of a National Social Security System,” proposes a new agency under the office of the President dedicated to implementing a comprehensive social security system. This agency would focus on ensuring basic livelihood support, dignity, and assistance for Nigeria's vulnerable populations.

 

In his memorandum, Senator Nwoko outlined the limitations of the existing Ministry of Humanitarian Affairs in effectively addressing the long-term needs of those in poverty, unemployment, and social insecurity. He emphasized that a structured, sustainable approach is needed to create a more efficient and humane welfare system rooted in respect for social rights.

 

Senator Nwoko, representing Delta North Senatorial District, previously advocated for this reform in an open letter to President Bola Ahmed Tinubu, urging a data-driven strategy to improve social security.

 

The passage of the bill's first reading is a critical step toward reshaping Nigeria’s social welfare landscape, with further readings and discussions expected in the Senate.
