The police will bring Adeniyi Adeyemi, director-general of the Presidential Foreign Intervention Promotion Council, before the Federal High Court on Tuesday for arraignment. He and two co-defendants face eight counts including forgery and impersonation, according to a fresh court document marked FHC/ABJ/CR/562/2025.

Police prosecutor Wisdom Madaki filed the charges on November 27, 2025. The case was adjourned on June 16 after Adeyemi claimed he was unwell, with Justice Mohammed Umar deferring proceedings to allow him to prepare his defence.

The prosecution has lined up ten witnesses for the trial. They include Femi Gbajabiamila, the President's Chief of Staff, alongside Paul Emmanuel, Jeremiah Imoukhede, and Ituah Sylvester.

The witness list also names Akimbo Shola and Adamu Balongu, a Deputy Superintendent of Police, both connected to the Office of the Accountant General of the Federation. Three other civil servants—Ojo Victor, Omeh Amarachukwu, and Wakili Saidu—were allegedly assigned to work with Adeyemi at the non-existent agency.

Joy Ngwoke, owner of Kachi Hotel in Abuja, and Ven Okoriko, pastor of St. Matthew's Anglican Church in Maitama, are also expected to testify.

The prosecution reserved the right to call additional witnesses during the trial.

Police intend to present a detailed investigation report as evidence. They'll also submit Gbajabiamila's petition dated October 17, 2025, detailing the alleged scheme.

Adeyemi's fraudulent presidential appointment letter, dated March 8, 2024, will be tendered. The police will also introduce his written request to the Ministry of Foreign Affairs made on false pretences.

Documents showing approvals allegedly obtained from the Central Bank of Nigeria for account opening will be presented. The prosecution plans to show a request for self-accounting approval sent to the Accountant General's office.

A letter seeking collaboration with the Foreign Affairs ministry on land acquisition across Nigeria's 36 states will be exhibited. Statements from witnesses and defendants, along with photographs, are part of the evidence bundle.

Adeyemi allegedly ran the fake agency from the second floor of the Federal Secretariat Complex in Abuja's Phase III before police arrested him. He created an elaborate scheme using forged documents and impersonation to establish the non-existent organisation.

President Bola Tinubu has directed the Independent Corrupt Practices and Other Related Offences Commission to investigate the fictitious agency thoroughly. The ICPC has been given 30 days to complete its inquiry into how the scheme operated and who benefited.
