Lagos State has inked four major concession agreements designed to inject private sector expertise into healthcare, transportation, digital services and outdoor advertising. The deals were signed on Friday, July 10, 2026, at the Black Diamond Hotel in Victoria Island, bringing together officials from the Ministries of Health, Transportation, Justice, Environment and Water Resources alongside key agencies.
The Office of Public-Private Partnerships coordinated the ceremony, which marks a significant shift toward collaborative infrastructure development across the state. The agreements span critical areas that touch the daily lives of residents and businesses.
LA Crème Nigeria Limited, backed by MTN Nigeria, will develop and operate MyLagosApp under a 10-year concession deal. The digital platform will give Lagosians quick access to government services ranging from bill payments and traffic alerts to emergency support and tourism information through a single mobile application.
The Motor Vehicle Administration Agency will undergo complete digital transformation through a 20-year concession with Anchor Advisory Partners. Vehicle registration, licensing and related services will move onto an integrated platform, streamlining processes for residents while bolstering regulatory oversight and revenue collection.
In healthcare, five private partners will establish a Blood Screening and Certification System across five major hospitals: Ikorodu General, Alimosho General, LSBTC/Gbagada General, Lagos State University Teaching Hospital and Lagos Island General. The system will deploy fully automated chemiluminescence technology aligned with World Health Organisation standards.
Roche, the Swiss diagnostics giant, has been selected as the equipment manufacturer to support technology deployment, maintenance and quality assurance for blood screening and donation services. The standardised framework will ensure consistent screening protocols across all participating facilities.
Lagos State also handed outdoor advertising management to four private operators covering major corridors across the state. Weatherhead will manage assets on Mobolaji Bank Anthony Way, Vista Media on Ikorodu Road, Defsolute Media on LASU-Isheri Road, and TCS Media along the Funsho Williams Avenue-Marina stretch.
The advertising concessions aim to professionalise asset management while attracting investment in modern infrastructure. Mrs.
Bukola Odoe, the Special Adviser on Public-Private Partnerships, highlighted how these agreements transform policy into real benefits for residents.
"Government works best when it's practical—when policy becomes action that improves how people live," she said.
