Delta signs ₦78b deal with Julius Berger for Warri flyovers, roads

The Delta State Government has signed a ₦78 billion contract agreement with Julius Berger Nigeria Plc for the construction of three flyover bridges, a cloverleaf interchange, pedestrian bridges, and the expansion of roads in Warri and its environs. The contract was signed on Wednesday, October 18, 2023, at the Government House in Asaba.

The contract covers the following projects:

Road expansion of a section of the DSC/NPA Motorway, including a Cloverleaf Interchange at the existing Effurun flyover, alongside two pedestrian bridges Flyover bridges at Enerhen junction to Marine Gate, DSC roundabout, and PTI junction

The Secretary to the State Government, Dr Kingsley Emu, and the Commissioner for Works (Highways and Urban Roads), Comrade Reuben Izeze, signed on behalf of the state government, while the Managing Director of Julius Berger Nigeria Plc, Dr Lars Richter, and the Regional Manager, Engr Friedrich Wieser, signed for the construction company.

Governor Sheriff Oborevwori, who witnessed the signing ceremony, said that the decision to choose Julius Berger was based not only on their reputation but also on their expertise in constructing roads in riverine terrains, as evident from their successful projects in other states with similar topography to Warri. He said that the projects would have a duration of 27 months and would be completed by December 2025.

He expressed his confidence in Julius Berger’s ability to deliver on schedule, citing their exceptional track record in road construction in Nigeria. He noted that the partnership marks a significant step forward in his administration’s plan to initiate an infrastructural revolution, which is a key component of his MORE agenda.

He also assured the people of Delta State that they can anticipate more impactful projects across various senatorial districts, as he remains committed to enhancing the quality of life for all residents.

The governor thanked Julius Berger for agreeing to work with the state government and urged them to adhere to the highest standards of quality and safety. He also appreciated the Ministries of Works (Highway and Urban Roads), Justice, Finance, and the Office of the Secretary to the State Government for their efforts in facilitating the contract agreement.

The Managing Director of Julius Berger Nigeria Plc, Dr. Lars Richter, thanked the governor for entrusting them with the projects and assured him of their readiness to deliver according to specifications and within budget. He said that Julius Berger has a long history of working in Delta State and would continue to contribute to its development.

He also commended the governor for his vision and leadership in transforming Warri and its environs into a modern city with improved infrastructure and aesthetics. He said that Julius Berger would employ local labour and materials as much as possible to boost the state’s economy.
