Nigeria's maritime watchdog has begun overhauling security rules that govern how ships interact with port facilities. The Nigerian Maritime Administration and Safety Agency (NIMASA) issued the directive to all stakeholders in the sector.
Under the new framework, every vessel must submit Security-Related Pre-Arrival Information at least 72 hours before entering Nigerian waters. The submission must include the ship's name, port of registry, International Maritime Organization number, and details of the destination port facility.
NIMASA requires ships and port operators to work together to carry out all security functions effectively. This includes monitoring restricted zones, controlling who enters the port and vessel, and keeping watch over berthing areas and surrounding waters.
The protocol also covers how cargo is handled, delivery of ship supplies, management of unaccompanied luggage, and screening of people boarding vessels. The agency stressed that constant security communication between ships and port facilities must be maintained at all times.
The agency warned maritime operators against submitting false or incomplete information. According to NIMASA, such breaches violate the Maritime (ISPS Code) Implementation Regulations, 2014, and other Nigerian maritime laws.
Vessels that breach the rules face serious consequences. These range from port entry delays and denial of clearance to stepped-up security checks and referral to enforcement authorities, the agency noted.
NIMASA said violators could also face additional legal action and penalties outside these standard responses. The agency did not specify a date when the new protocols would take full effect.
