Cody Gakpo gave the Dutch the lead in the 72nd minute, capitalising after Crysencio Summerville was brought down by Mazraoui. Morocco hit back when Issa Diop powered home a header to level the match.
The Netherlands crumbled during the penalty shootout, with Quentin Timber, Summerville and Justin Kluivert all missing their spot-kicks. Morocco will now face co-hosts Canada in the last-16 clash.
