The minister acknowledged one major obstacle to his forecast: Lionel Messi's brilliance. He described the Argentina captain as a potential game-changer who could derail Spain's expected victory.
"Unless there is an exceptional moment of magic by one 'little boy from Rosario' called Lionel Messi," he added, conceding that Messi's individual genius might alter the outcome.
