Tinubu Appoints Dennis Otuaro as Administrator of Presidential Amnesty Programme in Nigeria

In a move to address youth restiveness, destruction of crude oil pipelines, oil theft, and insecurity in the Niger Delta region, President Bola Tinubu has appointed Dr. Dennis Otuaro as the new administrator of the Presidential Amnesty Programme (PAP).

Dr. Otuaro holds a PhD in Comparative Politics & Development Studies, an MSc in Public Administration, and a BSc in Education.

He brings a wealth of experience to the role, having previously served as a top-level executive of the Niger Delta Development Commission (NDDC) with a focus on infrastructure development, security, environmental remediation, and the oil and gas sector.

President Tinubu expects that Dr. Otuaro’s appointment will lead to a revitalization of the Amnesty Programme and a renewed focus on achieving its founding purpose and vision.

The Niger Delta Amnesty Programme was established in 2009 by former President Umaru Yar’Adua to address the challenges faced by the region, including youth restiveness, destruction of crude oil pipelines, oil theft, and insecurity.

The programme aims to rehabilitate and reintegrate ex-militants into society after they have undergone skills and vocational training.

This appointment signals the government’s commitment to addressing the ongoing issues in the Niger Delta and improving the lives of its residents.

With Dr. Otuaro’s extensive experience and expertise, the Presidential Amnesty Programme is poised to make significant strides in promoting peace, security, and development in the Niger Delta region.
