A project developer with an almost flawless track record shared a frustration that cuts to the heart of Africa's energy challenge. Feasibility studies were done.
Community engagement took months. Demand assessments checked out.
Technology choices made sense. The economics added up.
Yet the project sat idle, blocked by obstacles that had nothing to do with electricity itself.
"The hardest part isn't building the mini-grid anymore," he told me. "The hardest part is getting from one successful project to the next hundred."
That conversation captures something rarely discussed in energy access circles. The real bottleneck isn't solar versus diesel, or technology versus engineering.
It's the gap between a single working pilot and a portfolio large enough to attract serious institutional money.
The world has invested heavily in improving mini-grid technology. Far less attention has gone to building systems that turn dozens of successful projects into thousands.
That's where the real work remains undone.
Consider the scale of what's needed. The World Bank's Energy Sector Management Assistance Program counts roughly 19,000 to 21,000 mini-grids already operating globally, serving about 47 million people.
The modelling shows mini-grids could reach nearly 500 million people by 2030, but only under one condition.
The world would need to build around 210,000 additional mini-grids at a cost of roughly $220 billion. In the twenty countries facing the worst energy deficits, deployment would need to jump from today's 10 to 50 mini-grids yearly per country to more than 1,600 annually.
That's a thirty to one hundred and sixty-fold increase, sustained for most of a decade.
Technology clearly isn't the problem. Solar costs have crashed.
Battery performance keeps improving. Engineering standards are now proven, not experimental.
System designs have matured through two decades of real-world testing.
What hasn't scaled is the institutional machinery. Standardised power purchase agreements don't exist.
Shared due diligence templates are missing. Operations platforms built for hundreds of sites rather than single projects remain undeveloped.
The aggregation vehicles that bundle projects into financeable packages simply aren't there.
Call it the missing middle: not in engineering or technology, but in finance, project preparation, and institutional capacity.
Nigeria offers a clear window into this global pattern. The Rural Electrification Agency deployed more than 200 mini-grids across underserved communities in 2025 alone under the Nigeria Electrification Project, marking a genuinely significant delivery year.
Layered on top sits the $750 million Distributed Access through Renewable Energy Scale-Up programme, known as DARES. The initiative is targeting 1,350 mini-grids nationwide, representing a serious commitment to closing the energy access gap at scale.
Yet even as Nigeria advances these programmes, the underlying challenge remains unchanged. Building more mini-grids requires more than better technology or cheaper solar panels.
It demands the unglamorous infrastructure of finance and systems—the scaffolding that transforms isolated successes into sustainable markets.
