Canada's immigration department has launched a new pathway for skilled foreign military personnel seeking permanent residency through Express Entry. Immigration, Refugees and Citizenship Canada (IRCC) conducted the inaugural draw for this category on July 23, extending just four invitations to apply—marking the lowest number ever issued in a single Express Entry selection round.
The extreme scarcity of spots underscores how niche this category is. Applicants needed a minimum Comprehensive Ranking System (CRS) score of 368 and had to have created their Express Entry profile before 8:11 pm UTC on June 2, 2026.
This draw represents the first time IRCC has selected candidates under the Skilled Military Recruits category since introducing it in February 2026. The department had previously conducted three larger Express Entry rounds that same week.
On July 22, IRCC invited 5,000 French-speaking candidates with a CRS cut-off of 399. The day before, it issued 2,000 invitations to Canadian Experience Class applicants with a minimum CRS score of 516, while Provincial Nominee Program candidates received 511 invitations on July 20 with a CRS cut-off of 744.
Through 42 Express Entry draws so far this year, Canada has prioritised candidates with Canadian work experience, provincial nominations and French-language skills. Provincial Nominee Program candidates have been the focus of 14 draws, followed by 12 Canadian Experience Class rounds and eight French-language proficiency selections.
The department has also held two draws each targeting physicians with Canadian work experience, healthcare and social services professionals, and senior managers with Canadian experience. A single draw has been held for skilled trades workers.
By the numbers, IRCC has distributed 104,616 invitations through Express Entry in 2026. Canadian Experience Class candidates have claimed the lion's share with 45,250 ITAs, while French-language proficiency draws account for 40,500 invitations.
Healthcare and social services workers have received 8,000 invitations, with Provincial Nominee Program candidates getting 6,450. Skilled trades workers secured 3,000 invitations, physicians with Canadian experience got 662, and senior managers with Canadian experience received 750.
The Skilled Military Recruits category has contributed just four invitations to the total. This reflects IRCC's shift toward highly targeted economic immigration, prioritising candidates whose expertise matches specific Canadian labour market demands rather than casting a wider net across all Express Entry programmes.
