ADVOCATE, exclusively gathered from a reliable source at INEC headquarters at Abuja that the Certified True Copy of Card Readers record of accredited voters as transmitted by the card reader to the central data collation system is 709,700 voters, however the record of Delta State INEC office shows that accredited voters was 1,017,796.

It would be recalled that the Independent National Electoral Commission (INEC) on Monday, April 13 2015, has declared Sen. Ifeanyi Okowa, the candidate PDP, winner of the governorship election in Delta state.

The Returning Officer for the election, Prof. Bio Nyananyo, has announced in Asaba that Sen. Okowa polled 724,680 votes to beat his closest rival, Chief Great Ogboru of the Labour Party, who got 130,028 votes; while    Olorogun O’tega Emerhor of All Progressives Congress (APC) finished in the 3rd position with 67,825 votes.

Nyananyo said that Okowa won in 21 local government areas out of the 25 in the state while Ogboru clinched the remaining 4 LGAs.

According to him “Okowa, having won the highest votes in the elections, which was contested and having satisfied the provisions of the law is hereby returned as winner and governorship-elect for Delta”, he declared.

He announced that 18 political parties participated in the governorship election while there were 2, 044,372 registered voters and 1,017,796 accredited voters. He said the exercise recorded 931,808 valid votes while 24,913 ballots were rejected.

Meanwhile the recent development at INEC Headquarters Abuja gives credence to the fact that the concern raised by the candidate of LP, Chief Great Ogboru and APC Olorogun O’tega Emerhor, that the Delta Guber election was marred by fraud and other electoral irregularities, thereby calling for the outright cancellations.

From the INEC Certified True Copy of Card Readers record of accredited voters in Delta state, it shows that the PDP Candidate Sen. Okowa scored above the true accredited voters with 14,980 votes.

Nevertheless, Chief Ogboru rejected the results of the election alleging electoral irregularities.

Speaking at his Abraka residence, Ogboru alleged: “We have recorded series of irregularities in five councils including parts of Ethiope East, Bomadi and Ika North East.

“PVCs were brought in their hundreds and used to vote without being authenticated by the card readers. We are having mixed feelings about the elections and are documenting these observations.”

Ogboru, who led a protest to the Delta State headquarters of INEC on Sunday evening, April 12th 2015, had said results of the election in most of the local government areas had been tampered with at the collation centres and he would not accept them.

He told journalists that his party from the records collected from its agents actually won in 15 local government areas, but that the results being announced showed otherwise.

He therefore called for the cancellation of the entire collation processes done so far, adding that the people of Delta State could no longer accept the tyranny of a group of individuals in the state which began 16 years ago.

In the same vain the Delta State chapter of the All Progressives Congress, APC described the governorship and House of Assembly elections in the state as fraud that has no bearing to the will of the electorates in the state.

Addressing a world press conference at the Effurun residence of the APC gubernatorial flag bearer, Olorogun O’tega Emerhor, recalled the stakeholder’s meeting organized by the Independent National Electoral Commission, INEC, were it spoke against an alleged fraud that marred the presidential election where according to him, “results were cooked up and written without reference to the electorate.”

He also alleged that, “a deliberate and well orchestrated war was unleashed by PDP on voters in the most parts of Delta North and Central to disrupt proper voting as much as possible. In this wise, PDP strongmen and their security attaches working with thugs recruited for this purpose were deployed to seize results sheets, cart away materials or disrupt voting generally and particularly in strongholds of APC. A few LGAs/voting points were spared to serve as points to showcase purported free and fair election, and even at that PDP resorted to vote buying in such voting points.

Adding that, “the violence and commotion stated above was however designed as a smokescreen for the real fraud of cooking up figures between PDP and their INEC accomplices. These figures are then allocated whimsically to the 3 main contending parties! While it is true that card readers were used only at voting points reserved to showcase a proper election, generally the use of card readers was NOT only ignored but results were fabricated 100%. This happened because the state government power and machinery were brought to bear to seize INEC’s machinery in order to deliver a pre ordered voting pattern.”

Alleging series of electoral irregularities, Emerhor gave a cursory review of the results announced by INEC to support the purported win by Okowa.

Key: Though card readers were used, results were however still manipulated in favour of PDP and the Labour party.

 

The results announced for the following LGAs were fabricated and bear no relationship to the actual voting:

KEY: Evidently, these fabricated figures were heavily inflated and bear no relationship to the accredited figure in the card readers generated above.

Based on the time frame of voting and the heavy down pour and other logistics involved there is no way these figures can be generated.

“In allocating the votes to the parties, a deliberate attempt was made to put Labour at 2nd position in order to portray APC as weak or nonexistent in the state! PDP was given 79%, Labour Party 14% and APC 7%.  This is to pool wool over the eyes of political analysts!

“Taking a swipe at the Labour Party, the APC said: “Very soon, the Labour party, in their naivety, even though already calling for a cancellation of the election, will begin to gloat over their higher votes over APC. The truth however, is that these figures are not votes and we in APC vehemently reject the votes allocation.

“APC Delta State rejects the fraud of Saturday April 11, and hereby demands an outright cancellation. We are consulting widely and collating evidence. Our next move will be unveiled after a stakeholders meeting holding in a few hours.”

Political analysts in Delta have reasoned that considering the records coming from INEC head office at Abuja; it safe to say that the two main opposition parties in the state may not have raised false alarm, if figures coming out from INEC is anything to go by.

The question begging for answers now is that if INCE record at its head office has 709,700 as accredited voters, as against the record of Delta State INEC office which shows that accredited voters was 1,017,796, where did Okowa get the 724,680 votes, (14,980 votes) if Chief Great Ogboru polled 130,028 votes and Olorogun O’tega Emerhor polled 67,825 votes. (197,853 votes)

This and many more questions INEC and PDP will provide answers to at the governorship election tribunal sitting at Asaba.
